Joe Kyles - Incumbent
Allen J. Davis
Allen J. Davis is a native of the City of South Bay and a graduate from Glade Central Community High School. Upon graduation, he joined the United States Armed Forces (Army). and after serving 4 years in the Army he returned home to start his citizen life.
Mr. Davis began his career working in local government where he served the community of South Bay for 17 years as the Director of Public Works/Utility. Continuing to serve, he ventured to the City of Riviera Beach where he served for 10 years as the Superintendent of Water Sewer System He attended and completed several technical and administrative programs at Palm Beach Community College, Indian River College, and the University of Florida Treeo; earning certification and licenses in his profession for over 28 years.
Mr. Davis’s tenure in the City of South Bay was also an advocate for the youth. He started a 501c3 Non-Profit organization through sport activities and mentoring young men and women. For 18 years the South Bay Youth League Program Inc. was very active for the community.
Mr. Davis is a public servant who has been actively involved in the American Public Works Association (ADWAL, American Water Works Association AWWA), Florida Rural Water Association/FRWAI, Water Environment Federation (WEF) and numerous others.
Mr. Davis is an everyday man working for everyday people. His platform entails providing financial empowerment programs for residents and employees. Empowering youth, seniors, and veterans. Strengthening the community through opportunities to build and bring essential resources that create jobs, increase affordable housing, and support small and minority businesses impacted by COVID-19.
South Bay Candidates

Betty Barnard - Incumbent
Barbara King is a mother of 4 and nana to 10 children. She has been a native of the City of South Bay for over 50 years. She is the 9th sibling of the late Rosetta Seymore King. Ms. King is the owner of nonprofit and for-profit businesses, KTM Youth & Community Network Inc and Belegant Creativ Events LLC.
The community needs a hero so their voices can be heard. Barbara King wants to serve as a microphone to amplify voices in her community. Her platform focuses on ensuring elderly and veteran needs are recognized in the City’s economic development plans, empowering and positively engaging youth by continuing to develop programs in place of the streets becoming an option, and creating opportunities for affordable housing and equal opportunity especially for veterans and returning citizens. Ms. King also seeks to restore revenue in the community through new employment opportunities including family-style restaurants, 5 Star Hotels, shopping plazas, departments and banks.
Ms. King is concerned with the conditions of the City’s roads and plans on establishing partnerships with the county and State of Florida to find solutions to improve and restore roads in the City of South Bay. *Roads are the arteries through which our Community pulses & important to our employment, social, health and education services. Road infrastructure is one of the most important of all public assets.*
Barbara King believes her continued dedication to being a natural and trusted servant, and leadership would be inclusive of the communication from the citizens and build a better community in the City of South Bay.
